Details

1) Run Gimp in float mode (having awesome default config file)
2) Resize any of the floating windows from the e.g. top-right corner and while resizing move the pointer lower than is the bottom edge of the window.

What happens here in RC4:

The window, which is being resizing, moves down, and now the *top edge* is on the same place where was the old (pre-move) *bottom edge*.

Additional comments about closing:  I don't really understand this, but it seems to be expected behaviour (?). Feel free to reopen if needed.

Pretty weird feature, but why not :). (I just have to get used to it.)

If others care, it might be possible to turn it off (but I don't).

Tried to reproduce here, I just run into integer overflows.
Anyone can explain what the behavior he was seeing is, if this still happend and if this bug can be closed?

I guess I wanted to say that the resizes window moved down by 100 % of the heigh. E.g. 30x100 px (width x heigh) window moved 100 px down.
